There is a free program on the web called cablenut. Study the instructions. This program tells you all the stuff about your connection that the cable company may not want you to know. Like honest connection information, not just what the company spits out to it's customers.
i would try all this
cable is you connection
has little to do with windows
you can have cable or dial up and be slow
it depends on the crap on your computer

Yes. Your computer is infected with spyware.
1. Get a good spyware cleaner. Scan and clean your drive.
2. Install (if you don't have one already) a good viruscan and keep it updated.
3. Install a good firewall program. Zonealarm is free.
if by ';running slow'; you mean the Internet connection, then go to broadband reports.com and take the tweak test and do what it recommends. Your tcp/ip by default is set up for dial up, and needs to be set for your broadband connection.
