Guys, guys, guys, and girls!Give an advice!?

i live with my parents in a flat on the first floor. i like the guy that lives in the next entrance of our house. he's never seen me and doesn't know. whole my family knows his family, but nobody knows his name, and my family doesn't talk much to his parents. i've noticed him because he keeps leaving his car in front of my window. should i do anything? in russia it's not often when girls come up first. what do you think should be done not only by me, but also maybe by somebody else. well, give an advice. And what should i do or say so that he likes me? P.S. he's 20, i'm 18.the point is that it's russia, it's not usual here for girls to make the first move. and also, how should a girl behave in the conversation with a man? P.P.S. i'm perhaps too shy to make the fist move, and bumpin inot him won't really work, coz there's too much space around.

Remove the attraction and you will have NO problem introducing yourself as his next door neighbor..nothing threatening or personal in that, and you could be comfortable doing that. Then, if he is interested, perhaps he will make a move. Good luckGuys, guys, guys, and girls!Give an advice!?
If you really like him go ahead an have some self confidence
Fight the power! if he isn't going to make the first move, you should. There's no custom to relationships based on country, only religon. Make the first move if he wont within the next two weeks. The first time you acctualy come near him, just look at him and smile. Then the next time just say hi and try to get him to introduce himself. That's how my girlfriend got me. The first time I saw her she just looked at me and smiled and I found it really really cute, and I'm sure this guy will too. If he introduces himself get into a topic that isn't too heavy. ';So, what do you do for work?'; is a good one. If he keeps talking, hope that he will ask you out on a date sometime.

Haven't you posted this question before? Like last week? And you still haven't hit him up?
Next time he's outside try to think of a reason for you to go outeside, like take out the garbage or plant a flower or something. then when you come out he will see you. Not only will he see you, but he will know that you live in the house so that gives him an opportunity to find you. Give a couple of times. If shy then at first just look at him and smile. After awhile you will get used to see him and maybe he will say something to you, like ';i see you here all the time, what is your name?'; You have to make yourself visible to him so that he can the first move (cause you cant because of social reason in russia). The best way for a girl to have conversation is by asking him questions, guys like girls to ask questions, not girls who are always talking about themselves.

If you're shy leave him a note on his car telling him that you have noticed him and you would like to talk and where he can find you. That way if he is not interested you will not hear from him, and if he is, you may get a door bell ring and it will be him.
