Guys, Guys, Guys! and girls! give an advice!:)?

i live with my parents in a flat on the first floor. i like the guy that lives in the next entrance of our house. he's never seen me and doesn't know. whole my family knows his family, but nobody knows his name, and my family doesn't talk much to his parents. i've noticed him because he keeps leaving his car in front of my window. should i do anything? in russia it's not often when girls come up first. what do you think should be done not only by me, but also maybe by somebody else. well, give an advice. And what should i do or say so that he likes me? P.S. he's 20, i'm 18.the point is that it's russia, it's not usual here for girls to make the first move. and also, how should a girl behave in the conversation with a man?Guys, Guys, Guys! and girls! give an advice!:)?
you don't have to ';make the first move';. just 'accidentally' run into him in the hall and say hello. an introduction should work fine, and if he ends up liking you, he'll come to you.......................Guys, Guys, Guys! and girls! give an advice!:)?
Let your finger run through the line of his car. When he asks you why are you doing that, tell him you like the car and wonder who is the driver.





He will reply you for sure and it is up to you to decide what happens next...

Make it a point to at least let him see you, and when passing each other just start off with a very casual hello. If he is interested, you will know before long. Be yourself when you talk to anyone.

its time to get in the millinium, nowdays women asks guys as much as guys asks women. talk to him and get to know him. then when you are comfortable tell him how you feel.
Have a friend or relative tell him you're interested. Even though it's not customary for a woman to make the first move, why not? It would be something different, and he might like that. Or you could leave a note on his car from a 'secret admirer', tell him you're watching him read the note! You could be standing at the window, watching him and smiling. In conversation, just be yourself. Talk about his car or something about him that you know. Good luck!

Start leaving stuff on his car, like candy, or a note. Eventually leave a picture of yourself on the car and dare him to find you!
Maybe you could make small talk and see if he seems interested in you. Then invite him over for tea or whatever you do over there. Keep moving things up a notch, but slowly, so he doesn't suspect. Try your best to guage his reactions to you.
